MOONBEAM CITY (Comedy Central, New!) - Scott Gairdner ("Conan") is developing an animated comedy at the cable channel billed as "an absurdist take on neon-soaked 1980s crime dramas, centering on Dazzle Novak, a handsome yet moronic undercover detective who does everything in his power to avoid solving crimes." SPOILS OF BABYLON, THE (IFC/Gary Sanchez; W: Andrew Steele & Matt Piedmont; D: Matt Piedmont) - Tobey Maguire and Kristen Wiig are set to star in the six-episode comedy, about the sexy and dramatic lives of a family who made their fortune in the oil business. They'll join Will Ferrell, who plays famous author Eric Jonrosh as well as the Shah of Iran. (Deadline.com)
